Both parties must appear at the Recorder's Office in person. Bring a valid government-issued photo ID. The fee is $115 for a standard license. With 12 hours of approved premarital education, the fee drops to $40. You need a signed, notarized educator's statement on official letterhead to get the lower rate. The educator must be a licensed minister or therapist. Both names on the statement must match the application.
Under Minnesota Statute 517.08, the application requires full legal names, birth dates, Social Security numbers, and information about parents' maiden names. If you were previously married, bring proof the prior marriage ended. A divorce decree or death certificate is what you need. The license is valid for six months and can be used anywhere in Minnesota. No waiting period applies.
You can start the application through MOMS.mn.gov before your visit. After the ceremony, the officiant must file the signed marriage certificate with the county Recorder within five days per Minnesota Statute 517.10. Marriage certificate request forms are available at the office for those who want to request copies of existing records.
