Getting a Marriage License in Roseau County

To get a marriage license in Roseau County, both applicants must appear at the recorder's office in Roseau at the same time. Under Minnesota Statute 517.08, in-person appearance by both parties is mandatory statewide. Each person brings a valid photo ID and provides their Social Security number. The standard fee is $115. Applicants who complete at least 12 hours of premarital education from an approved provider qualify for the $40 reduced fee.

Minnesota has no waiting period for marriage. The law was changed in August 2016, and you can now hold the ceremony immediately after receiving the license. The license is valid for six months from the date of issue. It can be used anywhere in Minnesota, not just in Roseau County. If the license expires without being used, you must reapply and pay the fee again.

After the ceremony, the officiant signs the completed license along with two witnesses who are each at least 16 years old. The signed license must be returned to the Roseau County Recorder within five days of the ceremony per Statute 517.10. Once filed, the license becomes the official marriage certificate. Certified copies can be ordered for $9 each after that.

Prepare your documents before visiting the Roseau County Recorder's Office. This avoids the need for a second trip and keeps the process moving smoothly. Here is what each applicant needs.

  • Valid government-issued photo ID for each applicant
  • Social Security number for each applicant
  • Both parents' full legal names, including mother's maiden name
  • If previously married: certified divorce decree or death certificate for prior spouse
  • Payment in cash, check, or money order

Both applicants must be at least 18 under Minnesota Statute 517.01. Younger applicants face additional requirements. Social Security numbers are collected for state vital records reporting purposes only. If one or both applicants lack a Social Security number, contact the recorder's office before your visit to ask what alternative documentation is accepted. Original documents are required. The office reviews them and returns them to you.
