West St. Paul and Eagan are close to each other, separated mostly by Mendota Heights. The Northern Service Center is easy to reach from Eagan by taking I-35E north. If that location doesn't work for your schedule, the Hastings Administration Center is the main county office and handles all the same services.
Dakota County residents including those in Eagan can start the marriage license process online through the Minnesota MOMS portal at moms.mn.gov before their in-person visit.
The MOMS online form lets you enter your information before you arrive at the service center, which can speed up the process. Both parties still need to appear in person to complete the application.
Marriage License Requirements
Both applicants must appear together at the Dakota County service center with a valid photo ID. Driver's licenses, passports, and state IDs are all accepted. You must provide your Social Security number at the time of application. Under Minnesota Statute 517.08, both parties must be at least 18 years old.
If you were previously married, bring a certified copy of the divorce decree or a death certificate showing the marriage ended. Dakota County will not issue a new license without this documentation. Bring certified copies, not photocopies, to avoid problems on the day of your visit.
Your license is valid for six months from the date issued and works anywhere in Minnesota. There is no waiting period after you get it. The officiant must be authorized under Minnesota Statute 517.04 and must return the completed license to Dakota County within five days of the ceremony per Minnesota Statute 517.10.
Eagan Marriage License Fees
The standard marriage license fee in Dakota County is $125. If both applicants complete an approved 12-hour premarital education course, the fee drops to $50. Proof of the class must be presented at the time of application. Certified copies of the marriage record cost $9 each.
